Could someone explain to me what his new position is, and what it means?

He's the new chair of the Board of General Superintendents. Along with that is the new responsibility for overseeing HQ. Currently, there are like 6 or 7 positions at HQ that answer, essentially only to the General Board (and the GS in jurisdiction). They've tried hard (at times) to work together, but haven't ever been forced to do so. This new positions, it looks like, will essentially lead this group in order to better align the different HQ entities and encourage better cooperation.
It's putting some formal structure to something that they've been trying to do for a while. It also eliminates the previous system in which the General Superintendents divided up jurisdiction over these departments. There is now just one person guiding and watching the activities of HQ entities. It's a very good step.
Of course, the Chair of the Board of General Superintendents changes every two years, so this could still lead to upheaval depending on the priorities of the person in charge.

The issue really is that, traditionally, individual General Superintendents have been very careful to make no firm public statements or decisions without consultation and support of the other General Superintendents. So while, on paper, there is more of a CEO feel to this position, most likely it will still be "rule of 6" with more continuity of guidance (at least for two years at a time).
