Officers have to be, but other council members do not have to be. I suppose, you could have an NYI President (who is a member and on the Church Board) and then no other officers, but at-large council members who don't have to be members. If you needed to do it that way.

Memory's fuzzy, but I dont' think the three reps have to be members do they?

They don't stipulate any officers outside the President in the new charter. The charter was designed to give maximum freedom to the local NYI to organize themselves to best carry out NYI's mission. The President is required because it's required in the Manual.

I'm pretty sure your local NYI can set up their own organization as they see fit.

The Local Ministry Plan (unless your church has formally modified it for your local church) can be found on page 271 of The Manual. Your "Executive Council" are the President and up to three additional officers. Those individuals must be members. It appears as though other appointed or elected members-at-large are not required to be members of the church.
