neighbors, are they always friendly?

You know the quote, who is your neighbor? One neighbor Im not sure who they are, cause they never speak, they are to themselves, they distance themselves. We have always tried to be friendly but they dont want to.
Sometimes I cant understand this, but this is America.

I am just happy that my current neighbors don't smoke in the building nor blast their rock music while I am trying to sleep or have a migraine.
