You can start by inviting at least 20 people to your house letting them that you are interested in having a small group meet at your house and are they interested. Also mention to them to bring a friend. Give them at least a three week notice, and send a reminder the week before the meeting.

The 20 people can be: 1. Others from your church that live close enough, 2. Other friends that you know may be interested, even from different denomiation 3. Invite your neighbors, 4. If you have kids let them know it's okay for them to invite their friends as well.

If you know what topic you'd like to start on let them know that too.
If you don't know what topic you're going to begin with let them know that you're interested in their input.

Let them know that the atmosphere will be non-threatening especially for those who may not go to a church, but would be interested in a bible study.

Be prepared that the first meeting you may have a lot come (just to see what it is all about) or you may have only 2 people show up. The others may be waiting to hear the report from the ones who attended.

No matter how many people show up continue to hold a meeting at least for 6weeks. And keep inviting more people as well as the ones that haven't shown up yet.

The night of the meeting offer coffee, tea, soda, and a small dessert.

In the beginning keep the meeting light, but give room for a serious discussion to come up.

I hope this has helped.

I know you have a quick wit and don't think you will mind my responding with what I think is a witty answer:

How do you start a new small group? You start with a large group and whittle it down to size!

Well, that's so easy to do, there is no money to be made in writing a how-to book.

The answer could easily be ALL OF THE ABOVE, plus some more. The method of starting the group becomes more clear when the purpose of the group is determined.
