I think it's supposed to be claiming that the PPACA will lower healthcare standards and ration availability.

No, actually I don't think we will, it doesn't look like PPACA will ever fully see the light of day. The new congress has promised to prevent it's implementation and they do possess the tools to keep it from happening.
