It can Bob. It all depends on how large the file is you wish to send. Many internet providers don't allow very large attachments, but I'd just try to send it and see what happens.

It's my experience as a forum admin for a couple different forums is that it's up to the admin rather then the IP as to how big the attachment files can be.
