In the midst of the celebration, we will be conducting the business of the Church, examining questions that are important to the “family” in one part of the world or in another. The early Church council meeting recorded in Acts 15 is our precedent for this activity. The members of that council, who were gathered in Jerusalem, rejoiced at the expansion of the Church into new areas of the world and among new people groups. That expansion raised some difficult and delicate questions that needed to be answered. In the midst of our rejoicing in God's work in the expansion of the Church of the Nazarene, there are always new questions that need to be faced and old questions that need to be reviewed.

Every suggestion coming to the General Assembly, whether from a committee, from your regional caucus, from any of the several districts, or from other approved groups, is written in the form of a “resolution,” most of which propose to change the wording or to amend the Manual of the Church of the Nazarene. These amendments serve the same purpose as the letter to the churches that we find in Acts 15.

“The brothers and sisters, both laity and elders, meeting at this 2013 General Assembly, to the believers of Gentile origin in the whole world, greetings. Since we have heard that certain persons who have gone out from us, though with no instructions from us, have said things to disturb you and have unsettled your minds, 25 we have decided unanimously to choose representatives and send them to you: our beloved general superintendents, who have risked their lives for the sake of our Lord Jesus Christ. For it has seemed good to the Holy Spirit and to us to delete the Covenant of Christian Conduct from the Manual and impose on you no further burden than these essentials: that you abstain from what has been sacrificed to idols and from blood and from what is strangled and from fornication. If you keep yourselves from these, you will do well. Farewell.”
