OK, read re the cities. Was hearing some news at the same time. Wonder re some state list(s). Here, when costs to just put a vehicle on the road are crazy, their already having raised a couple of times (it seems, since back here) the registration costs, plus no-fault causing much higher insurance (nearly doubled coming from Arizona), and the gas being one of the highest we've heard, now today we hear this:

To help add to the state's coffers, they plan another gas tax raise, and registration fee raise (again!) was also mentioned!

Michigan ... not only "Ugh!" weather most of the year, but more of this ... ho-hum. Each mile driven here costs above the average, for sure. (done complaining for now )

I feel we live in a bubble in the North Dallas area as we were not hit as hard by the housing collapse as others were. We also seem to have plenty of jobs and business growth. The City of Plano is a great place to work. The Fire Dept. is hiring 18 new recruits right now starting at $58,000 a year. So if you know anyone looking for a job......

Those lists seem more based on economy than on actual governance. Cities like Hialeah, FL, which is populated heavily by immigrants and low-wage workers is probably going to be more difficult to govern well.

Cleveland and Detroit on the list, are there likely for industry troubles. Detroit, however, has won awards for governance and the ways they're tackling the problems the recession has thrown at them.

My parents live in Colorado Springs (on the Best list) and it's got a terribly disfunctional governing structure, which is largely covered by strong local economics. It's one of the worst run cities I know, but the effects are quite limited.

I've been using message boards for more than a decade - never heard of those before. Perhaps they're site specific?
